The dominant factor outsource azure development is rarely the technology stack — it is almost always uncertainty. Every open question in the specification becomes a contingency in the estimate. A supplier that cannot see the edge cases has to assume the more expensive option. Spending a week on requirements work often reduces the final cost by far more than any rate negotiation.
Third-party integrations remain the second big multiplier. A form that saves data is low risk; the same functionality connected to a payment provider and a CRM is a different problem. The cost hides in the other system: rate limits and sandbox access, slow approval cycles, inconsistent data. Ask each bidder to list every external system, since this is the usual source of overruns.
The requirements nobody writes down silently change the budget. An application used by twenty people has almost nothing in common with the same feature set handling public traffic. Security reviews, high availability, performance under load, audit logging and multi-language support add measurable effort. State them early or else expect the estimate to move later.
The team you are quoted matters a great deal. A day rate reveals very little on its own: one senior developer at a higher rate is often cheaper overall than two inexperienced developers who need constant review. Ask as well which roles are billed: delivery management, docker development services testing, release engineering and UX design are real work, but they should be visible in the estimate.
The build price is never the full cost of ownership. Plan for hosting, subscriptions and licences, logging and alerting and a maintenance allowance each year. A reasonable rule of thumb is that ongoing software support company in active use consumes a noticeable fraction of its original build cost every year in fixes, updates and small changes. Treating the launch as the finish line remains the classic mistake.
